Our Story
Sierra Leone has always had an election management body called Electoral Commission. Even during periods of military rule, when electoral activities were suspended, the technical and support staff were maintained, thus making it possible to build a reservoir of experience in election administration within the institution. The President appoints all members of the Commission, after consultation with all registered Political Parties and subject to the approval of parliament.
The tenure of office of the Commissioners is five years, and their terms and conditions of service are prescribed by parliament. The Commission was renamed National Electoral Commission (NEC), following the passing of the NEC Act 2002. The Act empowers the Commission to appoint its own staff. The Commission is currently undergoing a restructuring process, which began in 2005. Before this time, Civil Servants recruited by the Public Service Commission (PSC) staffed the Commission. At the start of the current restructuring process, the Commission returned all its then Civil Servants to the Establishment Secretary’s Office. This was followed by the recruitment of new staff in a transparent and competitive manner, and trained into a professional staff.

The vision of the Electoral Commission for Sierra Leone (ECSL) is that of an independent, credible, and well-resourced institution that promotes democracy and good governance by continually administering credible elections that meet international standards and best practices.

The Mission of the Electoral Commission for Sierra Leone (ECSL) is to conduct all public elections and referenda, register all eligible voters, demarcate constituency boundaries and make regulations for the efficient execution of its functions in promoting sustainable Democracy and Good Governance.

Mohamed Kenewui Konneh
CHIEF ELECTORAL COMMISSIONER & CHAIRMAN
Mr. Mohamed Kenewui Konneh is a Sierra Leonean; born on the 13th November, 1967. Mr. Mohamed Kenewui Konneh, Chief electoral Commissioner and Chairman Electoral Commission for Sierra Leone (ECSL), is a human and material resources managerial expert that has over 20 years of extensive practical and strategic experience in investigating corruption, procurement fraud, money laundering, management and administration and promoting good governance at national (Sierra Leone) and regional levels (Africa). The Chief electoral commissioner and chairman has an oversight responsibilities for supervising Ethics, Finance, ICT, Data Management, Audit and Legal departments for the Commission.

Mr. Mohamed Kenewui Konneh, Chief electoral Commissioner and Chairman ECSL
brings a wealth of knowledge and experience to The Commission
He previously served as Director, Financial Intelligence Unit, Sierra Leone, responsible for the
supervision of staff of the Unit, coordination of the activities of the Unit and the execution of the
mandate of the Unit. Serves as Secretary to the Inter-ministerial Committee which is the supervisory
authority of the Unit and serves as the National Correspondent for Inter-Governmental Action Group
against Money Laundering in West Africa (GIABA) related activities in Sierra Leone.
Before his appointment as Director of FIU in January 2019, Mr. M K Konneh was a Principal
Investigation Officer at the African Development Bank (AfDB) for about ten years, where he
acquired hands-on experience in leading teams to investigate allegations of sanctionable practices
including, corruption, fraud, and tracing proceeds of illicit funds relating to the implementation of the
African Development Bank’s funded projects in Africa and in its internal operations. Mr. M K Konneh
had investigated several cases, some of which led to debarment of multilateral firms for sanctionable
offences; recovery of illicit assets through negotiated settlements; and necessitated the implementation
of compliance systems by the debarred firms, and/or improvement in the Bank’s internal processes.
Mr. M K Konneh also worked at the Anti-Corruption Commission of Sierra Leone for nine years as
Investigation Officer, Senior Professional Standards Officer and Head of Asset Declaration Unit,
where he successfully managed the first public servants’ Assets Declaration process in Sierra Leone
and investigated corruption cases that led to successful prosecutions. Whilst at the Anti-Corruption
Commission, he also extends his kindness to society by impacting knowledge to University students.
As Part-Time Associate Lecturer (September 2006-2009); he Lectured and assessed students at
undergraduate and graduate levels in: Managing People, Public Finance, and Business Strategy and
Management.
Over the combined years, Mr. M K Konneh had demonstrated expertise in organizing
and implementing operational processes and taking initiatives to improve policies/programmes to
minimize the risks of financial crimes at national and international levels. One of his greatest strengths
is the ability to engage, support and motivate others to identify efficient ways of delivering quality
initiatives to enhance team's performance and result.
Mr. M K Konneh holds an M.Phil. Accounting and B.Sc. Economics (Honours) in Accounting from
Fourah Bay College, University of Sierra Leone. He is a Certified Fraud Examiner (CFE), a
Professional Member of the International Compliance Association (MICA) with an International
Diploma in Financial Crime Prevention from International Compliance Association (ICA).

previously Director of Training and Electoral Education, position held from 2010 to 2019. Fifteen years of experience as EMB Operations/Admin Officer. Served as District Electoral Officer, Tonkolili district for two years and later promoted as Chief of Field Coordination and Reporting unit. Also International BRIDGE Facilitator from 2009 to date, (workshop facilitator); researcher, former Lecturer, Njala University (1996 to 2005) permanent and 2006 to 2010 (part time lecturer); visiting lecturer St. Paul's Major Catholic Seminary. Married with four children. Hobby: Music dancing, sport and reading. Served as First Training Coordinator of the Institute of Electoral Administration and Civic Education (INEACE) between 2009 and 2010, training a critical mass of Sierra Leoneans on components of elections and civic education. Commissioner Alpha has an oversight responsibilities for supervising Operations, Procurement and External Relations departments for the Commission.

Meet Commissioner Marian Sia Nyuma-Moijueh, a high profile personality Born on 25 September 1958, in Luawa Chiefdom, Kailahun District. She is a retired civil servant who had empowered so many individuals and institutions diligently. Prior to her appointment on the 8th of December, 2020 as an Electoral Commissioner, Mrs Nyuma-Moijueh served so many Institutions and Boards including: The Holy Rosary Secondary School in Kenema as Chairman, Network Movement for Justice & Development (NMJD) as Chairman, CARITAS SL, Kenema as Board Member and Guma Valley Water Company, Freetown as member Board of Directors. She is in charge of the Eastern Region and the oversight Commissioner responsible for the overall supervision and control of the Operations. Commissioner Nyuma-Moijueh has an oversight responsibilities for supervising Human Resources, Training, Gender and Admin departments for the Commission.

Commissioner Zainab Umu Moseray
Mrs. Zainab Umu Moseray is the Electoral Commissioner Western Area at the Electoral Commission. She a seasoned administrator and human resource expert with over 13 years of progressive working experience, comes with a strong technical and subject-matter expertise in electoral processes. She is the Chairperson, Governance and Nomination Committee, World Vision International Sierra Leone (Oct 2020 to date); Vice Chairperson, World Vision Sierra Leone Advisory Council (Oct 2020 to date), and Member of the Board of Trustees of the Africa Young Female Advisers Initiative (AYFAI) (Abuja, Nigeria- June 2020- To Date). She is the oversight Commissioner responsible for the overall supervision and control of the Research, Voter Education and Media departments for the Commission. Prior to her appointment as Electoral Commission, Mrs. Moseray was the Acting Registrar of the Political Parties Registration Commission (2013-2021) and the Administration and Human Resources Manager (2010-2013). In 2011, she was one of the International Elections Observer selected by the International Republican Institute (IRI) to observe the elections in Nigeria.
